Skins share the same roll pool as Stands. Every time you use an Arrow, there's a small chance your new Stand spawns with a skin attached. Higher rarity skins have lower odds.
Stock up on Stand Arrows
Arrows drop from map spawns and boss kills. The more you have, the more rolls you can run in a session.
Grab free Arrows from codes
Active codes hand out free Rokakaka fruits and Arrows. Check the codes page before you start grinding — it saves a lot of time.
Reroll with Rokakaka
Eat a Rokakaka to reset your current Stand, then use an Arrow. Each roll is an independent chance at a skin. No pity system confirmed yet.
